Air carriers that fly cargo or mail from a non-EU airport to an EU airport (ACC3) must ensure that all cargo and mail carried to the EU is physically screened or comes from a secure supply chain which is validated according to the EU regulations.

The EU defines between following entities in the secure supply chain:

  • Regulated agent (RA3): An agent, freight forwarder or any other entity that handles cargo and ensures security controls in respect of cargo and mail.
  • Known consignor (KC3): A consignor who originates cargo or mail for its own account and whose procedures meet common security rules and standards sufficient to allow carriage of cargo or mail on any aircraft.

As EU approved independent validators, we will inform, advise and prepare you in the process of becoming an ACC3, RA3 or KC3.

ACC3 / RA3 and KC3 Validation

In order to obtain the ACC3 / RA3 or KC3 status, the designated entity needs to submit its relevant air cargo security program to an independent ACC3 EU Security Validator. After verification of the security program through Checkport, an on-site inspection will take place. Finally, a report will be generated and provided to the appropriate authority of an EU Member state, including Switzerland, Norway and Iceland.

Following steps will lead you to the certification:

  • Submission of the Security program and all relevant information (quality control measures, staff recruitment process, training process and records, acceptance procedures, screening procedures, HRCM procedures, protection procedures, freight documentation, dispatch and/or transportation processes) to Checkport.
  • Audit pre-planning and desktop verification.
  • Conducting the Validation /on site verification:
  • Issuing the Validation Report
  • Handover of the Validation Report to the appropriate EU Member state, including Switzerland, Norway and Iceland.
  • Listing in the EU Database as approved ACC3, RA or KC3
